Terms and Conditions - 2012 Intake
The information below supplements the 'Voluntary Bonding Scheme Terms and Conditions - 2012' by briefly summarising some key sections related to the 2012 intake.

Doctors
Doctors must work in one of the hard-to-staff communities for Doctors for up to two years then be accepted on, and be completing, a vocational training programme for one of the hard-to-staff specialties for Doctors for the remainder of the three to five year bonding period.
For doctors, the eligible hard-to-staff communities on the Scheme are:
- Northland DHB
- Lakes DHB
- Tairawhiti DHB
- Whanganui DHB
- Wairarapa DHB
- West Coast DHB
- South Canterbury DHB
- Taranaki DHB
- Southland Region
- Wairau Hospital
- Whakatane Hospital
- Thames Hospital
Where communities are defined by reference to a DHB, the area is that specified for that DHB under the New Zealand Public Health and Disability Act 2000.
The hard-to-staff specialties on the Scheme are:
- General Practice
- General Surgery
- Internal Medicine
- Psychiatry
- Pathology
- Rural Hospital Medicine
These specialties are as listed by the Medical Council of New Zealand in the table of Vocational Scopes of Practice and Associated Prescribed Qualifications documented in the New Zealand Gazette of February 2012.
Midwives
To be eligible for the Scheme, you must:
- work as a midwife in one of the hard-to-staff communities for midwives for the next three to five years
- undertake appropriate entry to practice training, which may include the Midwifery First Year of Practice programme and employer-run programmes
For midwives, the eligible hard-to-staff communities on the Scheme are:
- Northland DHB
- Counties Manukau DHB
- Waitemata DHB
- Hawke's Bay DHB
- Taupo District
- Taranaki DHB
- Whanganui DHB
- Hutt Valley DHB
- Wairarapa DHB
- South Canterbury DHB
- Southland Region
- West Coast DHB
Where communities are defined by reference to a DHB, the area is that specified for that DHB under the New Zealand Public Health and Disability Act 2000. Employment does not need to be with a DHB, but within the community area.
Nurses
To be eligible for the Scheme, you must:
- work as a nurse in one of the hard-to-staff specialties for nurses for the next three to five years.
- undertake appropriate entry to practice training, which may include the Nursing Entry to Practice programme, the Nursing Entry to Specialist Practice – Mental Health and Addiction programme and employer-run programmes.
For nurses, the eligible hard-to-staff specialties are:
- Aged Care (aged residential care and older persons’ health services)
- Mental Health (hospital and community, including addiction services)
- Theatre (theatre room, including recovery ward / Post Anaesthesia Care Unit)
- Intensive Care (ICU wards, including Critical Care Units, excluding High Dependency Units)
- Cardiothoracic (Cardiothoracic units)
- Surgical (Surgical wards)
Preference will be given to graduates who intend to work in the Aged Care and Mental Health specialties.
Radiation Therapists
To be eligible for the Scheme, you must:
- work as a radiation therapist in any New Zealand community for the next three to five years.
Medical Physicists
To be eligible for the Scheme, you must:
- work as a medical physicist in any New Zealand community for the next three to five years.
- be completing the Training, Education and Accreditation Programme (TEAP)
The 2012 Scheme for medical physicists is open to those who completed their university studies (Masters degree or PhD) in medical physics (clinical and non-clinical) in 2011.

By submitting the Registration of Interest form, you are authorising the Ministry of Health to collect personal information about you. This information will be stored and used by the Ministry for purposes associated with the Scheme, in accordance with the provisions of the Privacy Act 1993.
The information will be kept confidential and will not be disclosed to any person except in connection with the purposes for which it is obtained, or by operation of law.
You have the right to contact the Ministry of Health to request access to and correction of any personal information held about you.
